Looking for consultant to develop live stream delayed x minutes

Dears,

Urgently I need a consultant to apply live streaming delay with X minutes from the live.

What I mean is : When I play the live stream, I want it to be delayed with 10 minutes from the original live stream.

I need this ASAP
